People fear the most violent person and follow to avoid their wrath.
Basically in the zombie infest post apocalyptic world people are nomadic or they build societies, and many violent factions prey on peaceful societies or camps or anyone alone. So the safest bet is to join those groups and help them ravage others.
I think you are confusing libertarians with anarchists. They aren't the same thing.
