No, well yes, but to ensure that US troops will always be in the brush fire, get entangled in a conflict, so the US can use the justification of force as desired.

Who says anyone is negotiating a surrender? Do you even know what "surrender" means?

I ask again, since you are such a vocal proponent of combat, please tell everyone your combat history and service history? Have you ever made any effort to be involved, even as a contractor?
