Ohio has a Republican governor and a heavily Republican legislature. It hasn't done the "shelter in place" yet but was one of the first states to do numerous measures we've seen throughout the country (closing sporting events, closing schools, etc).
Maybe they couldn't and didn't pay because the local banks, etc. were shut down?

FWIW there are some pictures of Wuhan circulating..nighttime pictures that show 90% of the buildings with no lights. Guess those must be the off grid folks who gave up their phones ?

There is nothing authoritarian about closing schools and sporting events.
Was America scared during the Great Depression, WW2, The attacks on 9-11, Pearl Harbor?
Yes, and leadership stepped up to assure the public. God love him, even Bush 43 showed calm leadership in the face of unbelievable disaster.
