You can do containment without needing a test. That's call preventative measures.
Testing early on is good because you can still trace back. But once you get too many getting sick you can no longer trace back. That is what happened in Korea.
The US is a very large country...we need to know where we are most vulnerable and take appropriate measures in those areas much like China focused on Wuhan Province. Testing does not treat nor contain the virus but it can give us critical information where to allocate this country's resources.

How do you have everyone stay home, when they have to go to work. Then there is the fact that people are still quoting our number of confirmed cases and saying that we don't have a problem. Maybe showing how big the problem really is would keep people home, but we can't do that due to no tests.
Exactly. How many posts here about how this is no worse than the flu? How many people claiming this is all a liberal media hyped up event that is going to pass in a few days or weeks? How many people here claiming that because our numbers are so low (now!) that we are all panicking for nothing?
Why should they think anything different when the numbers we are showing as confirmed infected is woefully under reported because we actually have no clue? It looks, to the ignorant--of which there are many on this site--that it's much ado about nothing, so they won't take it seriously and self-quarantine or do anything to help containment. Why should they? They see nothing from this government to contradict their beliefs.
