Can someone explain why the concept even exists? If you committed horrific crimes in the past, why should it even matter how many years you get away with it? Much like how the Israelis still prosecute Nazis even if they're very old and sick in their 90s or the like?

For the most horrific crimes, like murder, there is no statute of limitations.

For those that do have a statute of limitations, the policy considerations include incentivizing people/prosecutors to bring charges while memories and other evidence are fresh, which is better than waiting years when witnesses have died, evidence has degraded, etc. and comprimises due process.

With the situations with bill Cosby and Harvey wienstein. It seems like many want to do away with statute of limitations. Some want to prosecute Christopher Columbus for his mid deeds.

I guess with all the statues of Robert E. Lee and Stonewall Jackson and the like being removed, we're gonna need some new statues. A statue of limitations is as good as any other.
