The problem with your theory is the defendants actually came to the US to answer the charges. And when they did, the DOJ had no response. Well, that's not quite true, they asked the presiding judge for more time to prepare the charges, to which the judge responded "don't issue indictments for defendants you're not prepared to charge."
In short, by showing up to answer to the charges which the DOJ never expected they'd do, they exposed the charges as window dressing to make the Muller probe look more important and substantive than it really was.

Yes, even pundits from CNN when the indictments were unsealed, said that Mueller may have made a mistake indicting a company that may show up in court to fight the charges.
Mueller's 30+ million dollar investigation netted exactly 0 convictions for election interference.
The only case Mueller brought to prove "Russian interference" with any defense is now being dismissed by DOJ b/c prosecutors knew they couldn't win at trial.
Repeat: the DOJ could not find a single case they could successfully prosecute to prove any act of "Russian interference."
