The reality is, Trump is looking for anything to try to get people to think we have medicines to work against this virus, and the people who know about these things are saying "We really have no evidence yet that this one will work". Trump, being a non medical, non scientific person, is just hoping and guessing, but the experts have to be certain before they make any such statements.
His cult is, of course , going to spin this as Trump finding a miracle cure, just like they spin every other questionable thing he says or does, but we have to take that with a grain of salt and rely on the people who do this for a living and who know what they are talking about.
Let's face it, Trump does not exactly have the best track record in the telling the truth department. Generally, if you take what he says and turn it around 180, you are pretty close to the facts.

The limited clinical trials indicate some advantage in infected patients there are downsides with blessing broad use. If someone is in the late stages there is probably nothing to lose, the doctors can make that call.
No but I think we should go slowly forward and heed the wisdom of doctors not a President with a feeling....
But the doctors' opinions range from "It is safe and it might work" to "It is safe and it does work". The only issue is making sure that the drug -- as a valuable and limited resource -- is not misallocated. As production increases, however, that will be less of a concern.
