The powers that be probably took him in a room and explained to him what happened to JFK, and how the same fate may befall him if he doesn't go along with their plan. He looked pretty scared when he gave the announcement that the USA was going to do a 180 degree turn over this virus and the handling of it. He is the last person who wants to see the stock market crashing and America plunged into a great depression.
Italy is going through this now, they are making choices on who to save, who to not, because they do not have the medical facilities to handle everyone..

It is somewhere between 10 to 20 times more deadly than the seasonal flu....and many of the recovered (including the young) are permanently losing 30% of their lung capacity.

Because death is a "resolved" case. The virus can take up to a month to clear, then the survivors are considered a resolved case. 66% is not the mortality rate and everyone knows that by now. Stop lying.
