Most small businesses ( < 500 employees ) will qualify for 2.5x their average monthly payroll. If they use the money for payroll & other necessary expenses, and don't lay anyone off, or rehire them when this is over if they do, they don't have to pay it back. That's going to save a LOT of small businesses from going under, and keep a LOT of people employed through this.

And the anti-Trump folks call it a "corporate giveaway."

What makes you think that? The big business component is a $450 Billion to leverage a startup collateral fund for a $4.5 Trillion “slush fund” for big businesses at record low interest rates to use with few strings attached. Once the loan is paid, corporations are free to use the funds however they wish, incl executive pay or stock buybacks. Do you support that?

They are trying to figure out how to get it to the lost people not in the system, like the homeless and people who don't file tax returns or receive social security.

Just to be clear about something, in order to qualify a household had to have income (within certain limits) for 2018 (which was filed as 2019 taxes) or in some cases can file their 2019 taxes (which would be due in April but that has been moved back).

If people have no income period, then they aren't getting any sort of stimulus check. Yes, certain homeless do receive various income (SS, SSDI, veterans, pension, and if they qualify along with department of treasury/IRS having direct deposit bank account information those individuals likely will get a payment.

Those that don't have a bank account information on file things then will depend. SS and SSDI IIRC will have payments mailed to address in system. Same is likely true for veterans, but no one is "waiting" to find anyone. Soon as system is up and running (about two or three weeks) payments will start going out.

First surely will be taxpayers who have direct deposit bank account information on file. Those who don't and thus get a paper check could be waiting a few or several months for them to be cut and mailed.

I do not believe this is correct, unless you can provide specific language in the bill/law that states this. Anyone can file a 0 income tax form.
