The largest hospital healthcare system in my state had to shut down all drive thru testing facilities for prescreened sick people. Those with the dry cough and fever, including front line healthcare workers and pharmacists told to go home and isolate.
Here is a healthy Congress Critter getting a test, despite no symptoms.

Get well soon Rand. Your taking his vote out of context, he wanted us to not go further into debt and cut something to pay for it. We all know the only thing Washington can agree on is massive deficits
He should push for raising taxes immediately. The Trump cuts should be removed and we need to raise capital gains taxes, have some wall street transaction taxes and increase taxes elsewhere...to pay for even 10% of what they are about to spend.
