We could get "back to normal" a lot sooner if it wasn't for the idiots
I don't think 10-20% of people drive 100 in perfect conditions, but you seem to believe so.

I think there are more stupid, reckless people than we would like to admit. Look at the mess at the So Cal Beach when they reopened it a few weeks ago 'with social distancing'. There were 40k people packed on that beach like sardines

I don't think many people (<20%) would go to any large facility - indoor or out - where they were sitting within 6 ft of each other except the person/people they were with.

I think plenty of everyday consumer commerce can occur at 50% capacity and people generally observing 6 ft.

From what I gather most restaurants could only use 25% of their space for diners if they had to maintain a 6' distance between tables, but even if they could use 50%, how long can a restaurant or theater stay in business with a 50% cut in their business? I don't know the answer and I don't like the potential of having thousands of restaurants go out of business, but this is the reality we are stuck with.

som would CHOOSE to stay takeout. Some would CHOOSE to be 50%. Some would go out of business for lack of demand.

and that would last about 2 weeks, up to 4. Then they'd be at higher capacity at Memorial Day or soon thereafter.

I like the idea of cities working with restaurants to boost outdoor capacity. Allows more tables, more distancing, and fresh air blunting COVID.

As to beaches "packed like sardines" - again, that's your term. If we accept the veracity of this undated photo that's attached to a "packed Ca beaches" article, then they're not like sardines, and it's even hard to tell what % of groups are less than 6 ft apart. And since it was 8 days ago - has there been a noticeable uptick in cases?
