Question, can I still fly to Florida to take care of my parents? I’ve been doing this monthly. I realized the vulnerability of the elderly, but at this point in my dads life, he rather see his kids than be depressed. My mom been taking care of him but obviously she needs some break.

At worst you could drive to another airport if that city isn't under a shelter in place and fly out of there. I don't know what the nearest airport is to you after San Antonio. Austin?
Plus, 'stay indoors' (some governors are using 'shelter in place' terminology) doesn't look like it's being interpreted anywhere as a domestic travel ban, otherwise airports wouldn't be accepting passengers (i.e., would be closed to passenger traffic) where 'stay indoors' is presently implemented.

No but airlines may still shut down a majority of flights either by gov’t order or all on their own due to the lack of demand, as stated in that wsj article.

I don't see the government able to order it without constitutional challenges, or even wanting to, and I don't see airlines willing to stop operations entirely at temporary but current seat mile loss. They're also reasonably banking on some form of stopgap assistance.

Trump declared a state of emergency. Constitutional challenges aren't going to stop travel bans immediately if there are legitimate public interests at stake. Stopping the spread of contagion is a legitimate public interest.
