The CNN article is misleading. They set aside 454 billion dollars to backstop a new investment program run by the Fed to buy up troubled assets. The size of the fund approaches 5 trillion dollars. The debt-related securities are marked up by the Fed, leaving banks and hedge funds with big profits.

What happened to all those people who were saying we must artificially prop up private equity so people won't lose their jobs?

If they had not, actual pension holders would have gotten a larger share of the pie, but this is something liberals and conservatives can never accept.
