Can those who were "Over the Limit" in 2018-2019 qualify for the stimulus if they earn less in 2020? (Congress, government)

I have already filed our 2019 taxes. We would qualify using 2018 AGI, but not 2019. Income inflated in 2019 because of taking a lump sum pension. So I'm curious as well.
It seems so - but you need to wait until long after you file as they say there that it will already take some time to get it out based on even 2018 returns...let alone 2019 and 2020.
It appears to read that any of the 3 years qualify....once only, of course.
The people that makes over 99k are the once that get nothing. You could have made 100k the last few years and due to this virus you will make much less this this year. But according to the government you don't deserve any relief.
Makes no sense but whatever. It is what it is.
