Did they ask for it? Doubtful, since Canada didn't pay for their security either. Not sure why Trump would even comment about it.

They didn't ask, but when they moved to Canada it was in the news that Canada may have to foot the bill. I think Harry even made a statement that any country they resided in would have to provide security for them.

The question has been posed since they left Canada after hearing our borders were closing, so he was responding to the media.

I can't stand the guy but at least get the back story right.

Whether they asked for it yet is irrelevant. The main point is there is no question about them receiving security funding from the US taxpayer now.

Trump believed that offense is the best form of defense. They might not have asked for security from USA but by leaving it unsaid they could be sort of hoping that USA foots the bill. I would not put it past the pair to expect that, seeing their behavior for the past 3 months. Imagine that something happens and Harry is shot in LA and US security service might be held liable even though we had no obligation to provide it. The same people who deride Trump for his tweet will also skin him alive for not providing security.

By bringing it out in the open, Trump has forced their hand. They had to admit that they have private security. Should anything happen to them, the blame would not be on US federal or any state government, but on themselves and their private security.
