I feel like she would had left the borders open way later than Trump did. She wouldn't had done the China and Europe travel ban claiming it was "xenophobic." I feel like we would be MUCH worse than we are right now.
She would do whatever the Chicoms told her she had to do. When it appears inevitable that the virus would spread, she would escape to her underground labyrinth where she would consume large amounts of alcohol and mutter "what difference does it make" when briefed on the number of Americans sickened and killed by the virus. That pretty much sums up how that would go. And if anyone challenged her, she would immediately refer to them as a "misogynist".

For starters she would NOT dissolve the Pandemic Response Unit.
Second, she would focus on the pandemic instead trying to save the stock market like rate cuts and corporate tax cut.
Third, she would not call the pandemic a hoax.
Fourth, the Democrats had a budget to fight the virus on early Feb, she would have accepted the money instead of turning it down like Trump did.
Fifth, she would have imposed tighter restriction on traveling.
Sixth, she would have grasped the situation much sooner than Trump.
Seventh, she would NOT have appeared on TV with a deer-in-the-headlight nervous look that essentially sealed the narrative that the president is peeing his pants.
