No, the WHO declared a public health emergency on January 30. This led to the mobilization of more resources. The declaration of a pandemic didn't actually change much.
At the time the task force was established, January 30th, President Trump signed a presidential proclamation, using his authority pursuant to Section 212(f) of the Immigration and Nationality Act, temporarily suspending the entry into the United States of foreign nationals.
As is usually the case. Trump is misrepresenting the facts on his "travel ban". Some of his opponents were for it, some against it and some thought it wasn't near enough.
There were democrats who were saying it wasn't near enough.

Sadly though, this is the ONLY thing Trump supporters can hang their hat on in the early development of this disaster. As consensus among many drifted toward taking severe measures... Trump, his sycophants on the Hill and in the media ridiculed those who were sounding the alarm.
There was plenty to worry about in the covid numbers today. Singapore, lauded for having control, appears to be losing it with a couple hundred new cases of unknown origin and a partial lockdown has been implemented. China's cases surged back over 100 today. An Mexico, which has been rather quiet, had a 10% increase in cases. The more it goes on, the more it looks like there is no end to this thing. Beat it down a bit and it creeps right back.
