It’s frustrating. But there are also benefits I enjoy in NYS that SC doesn’t offer. I wouldn’t have wanted to raise my daughter anywhere else. That being said, if it wasn’t for my pension then I would move south as soon as she graduates from high school. But that’s more due to weather than cost of living.

NY is a beautiful state with a variety of outdoor activities. I love that upstate - you don't have to drive an hour to get to work like family in Texas.
NY is also the place to retire if you are a low income senior as they have a lot of HUD Senior Housing in nicer areas.
But the path Cuomo has been taking these past few years with the SAFE Act, Buffalo Billions, Sanctuary Cities ect.. is bring down the state. People are leaving to go where there is a lower COLA - especially those on fixed incomes. I see many friends kids leave after graduating to go to warmer climates and cities that are more active or where there is job growth. NY lost 180,000 in 2017/2018 and we are 51st on the list of states and territories of net migration.
