Trump is the one to blame, he is the one that decided early on to allow the states to handle this on their own, everyone knew restrictions were going to be vastly different from state to state. If they had wanted a more uniform lockdown, Trump could have imposed a national quarantine very easily, the national guard or military would be the ones to enforce it.

The park was closed !!! She was arrested for being there !!!

If it was a hardware store that was closed and she was there after it was closed she would be arrested too !!!

Public property v. private property.
Government cannot deny anyone access to publicly funded and accessible property. The only way they can, is by violating your right to access the peoples property.
Sell it off. Make it private and build a wall around it.

If they were told to herd them into boxcars they would be just as efficient and do so without question.

^ Absolute Power TJD, thinks he had the "power" to quarantine and then relax rules.
The fourth grader, soon was put into place when an underling told him that he has no such authority to quarantine or relaxing of a local quarantine.
The best DJT could do is protect the national borders and perhaps land and air travel between states.
AG Barr is present at the CoVid briefing to give credence to Absolute Power words. But AG Barr is incompetent or cowers under DJT rule. Neither are not good traits.

Trump is not to blame.

The Constitution is "to blame."

There are laws. Trump couldn't just issue a federal quarantine across 50 states affecting 330 million people.
