This appeared in The Washington Post, March 17, 2020. The author, the former head of the National Security Council, Directorate of counterproliferation and biodefense, unequivocally says that reorganization efforts are being misrepresented as a dismantling.

Trump never stops lying about how he found there was no "ammo" when he took over and how he got right on it and fixed it. That ammo isn't saving anyone right now and likely never will. Pandemic preparation was more important and Trump blew it. Bigly.
biden is a horrible candidate, and there is no momentum or enthusiasm at all on his side. You were just lucky enough to have this disaster interrupt a highly successful presidency.
