Kind of a shame the federal govt. overseeing this crisis didn't come up with a comprehensive, standard nursing home policy.

Evil. Not stupid. Seniors are a predictable target. And they are more likely to be Trump supporters, or at least conservatives.

So why didn't the federal government develop a more comprehensive policy to protect the 'predictable target'.
Massive fail on their part.

From my preliminary observations -- nursing homes around the country, around the world -- were the hardest hit and the numbers are grim.
They all didn't have the same policies but are their outcomes any better?

NY has 1340 dead per million people. The US as a whole has 232. Most states are less than 100. So yes, NY is different than other areas.

I doubt anyone in the federal government considered a governor this stupid...or evil. Again, take your pick. Now-the federal government DID recommend shutting down access to nursing homes from visitors. Again-given that, I guess they just overestimated the intelligence of some of our governors. That's a lesson to learn for future events.

I don't like Cuomo but this is a problem without an answer. It is a as opposed to what? Hospitals can't keep them, family can't keep them if they even have one, many need wildly special care and supervision and truthfully many nursing homes are on full lockdown to prevent wandering off. Hotels aren't set up for oxygen, wheelchairs, protective measures to limit self harm, lockdown, in-room monitoring, medical machines, accessible showing, etc etc etc. That doesn't even scratch the surface of staffing.
Yes it's a problem but what's the answer?

I suspect both the Governor and NYC Mayor wanted to inflate the numbers. For example they did add 4,000 to the death count by arbitrarily including other deaths. It would not be below them to also create additional deaths.

I would hate to think that this lethal mistake was deliberate. Who knows?

Figure out what NY did and do the opposite to get the best results. Not surprising that they deliberately infected hundreds of elderly....follow the money to find out why.

There's a difference between counting dead people as COVID victims and actively trying to kill people. One is a statistical trick and the other is murder.
