Or is he out of his mind?

https://twitter.com/realdonaldtrump/...042738688?s=21

He says:
The only reason the U.S. has reported one million cases of CoronaVirus is that our Testing is sooo much better than any other country in the World. Other countries are way behind us in Testing, and therefore show far fewer cases!

Not even close. A number of other countries have done far more testing per capita than we have. Let us also not forget that it was Dear Leader who defunded the pandemic response office, which could have gotten a much earlier handle on this - not that Trump listens to anyone who isn't on Fox News anyway.

Interesting point. The dems whine that the USA leads the world in COVID-19 cases, while neglecting to include the fact that we have the 3rd largest population in the world. But I would expect them to bring up per capita results, to put things in context, in this discussion.

I would also question the quality of the tests being administered around the world. There is a huge problem with the quality of these test being administered. A high percentage of them are known to be defective. Are the tests being administered in the USA more reliable? I don't know, but I think it's worth considering. Unfortunately, we can't print up test kits like we can money. We tend to demand the best when it comes to these types of things, which will further limit the supply, especially in an environment where so many of the units being produced are defective.

If the US did 100 million COVID19 tests today, it would still not be the best country in the world for testing, as wrongly asserted every day by Trump. It will never be. It essentially didn't do any tests for 2 months after its 1st patient. Timing is everything.
