Some parents were lied to, some girls were from foreign countries and some girls were homeless and had no contact with a family. They were mostly vulnerable without anyone looking out for them, which is how these pervs got away with it.

Yes, that happens a lot. I've not read any accounts where these pervs were doing that, but nothing would surprise me.
