You can google I presume. They all apply a measure to personal/individual freedom, economic freedom and some use press freedom. ALL of them rate Canada with a higher score in each category than the U.S.

This one in particular uses the U.S. Bill of Rights 1st amendment as a bench mark for personal freedom, even going so far to mentioning "Freedom of opinion", freedom of expression", "equality before the courts", "security of private property" and "freedom to come and go." using those metrics Canada scored higher across the board.

You don't suppose it could have something to do with things like the TSA giving you a pat down before getting on a plane do you? Cops shooting you due to the colour of your skin? Having the highest incarceration rate per units of population? You know; all the little things the rest of us don't have to put up with.

There are two other categories with their own metrics such as economic freedom which had this as part of it's defining units:
"Economic freedom allows people to prosper in a country without intervention from the government or economic authority".
