Did he violate a private agreement (valid) or government edict (invalid)?

Says "people across from his house complained to the club".

So unless club means government this fool just violated a binding contract.

The 1st Amendment protects you from the government, not from the HOA that you foolishly joined. The government cannot force him to change it. The private organization he belongs to can, however, use legal action to force him to do so.

Props to the guy for creativity. Probably should have used the cost of that paint job to consult a lawyer first.
