I'm surprised you're this woefully ignorant of current events. The President and the CDC and the Federal Government have provided a detailed plan for the phased reopening of the states. It's ridiculous and I don't agree with it, but it cannot be said that the federal government has failed to provide guidance to the states.
Gotta think the more North you are, the bigger the overall viral load.

The virus prefers and lives longer in cool cloudy areas. All of our warm states (Cali, Hawaii, Zona, Texas, Florida,...) except one (Louisiana) had vey low rates of death. Louisiana mistakenly threw a drunken party in February and invited the Chinese which would explain them being the only exception perhaps.
When you leave things to the states the way you should, you'll end up with mixed results based on the quality of the leadership. In NY they have the most embarrassingly poor leadership in the country, and we're seeing the results of that as they single-handedly drag down the averages for the entire country. In more competent parts of the country, we've had a lot of success due to their state and local leadership.
I get why those in New York wish Trump had gone the dictator route rather than allowing things to be handled by the people they voted for at the state and local level, but it was for the best for the overall country. Perhaps they should vote for more competent people in the future if they are unhappy with how the state and local leaders bungled the response.
Yet you want it to be your daddy and mommy and tuck you safely in at night and feed you during the day !!!
