When one incorporates and begs the state to be a business open to the public, the state has an obligation to protect and secure the rights of the public, over the privilege of the business.

You positive about that, when a business incorporated in a city, has a privilege, not a right to exist.
**** goes sideways, when people are wronged.

You’re not allowed to go into a restaurant without wearing shoes; that’s another requirement people have. People who run restaurants have been able to tell people who are walking barefoot in their restaurants they’re not allowed to be there, It’s perfectly acceptable to tell people you’re not allowed in if you’re not wearing a face mask.

There is no case law on shoes, but there is case law on masks and held under the equal protection of the law. But once a medical or religious reason is given for shoes, you can bet damn well there will be discrimination case laws over the wearing of shoes in a publicly accessible business.
