Yes, it is. It's just also about keeping that curve flat long term to keep critical cases at a manageable level until some other factor(treatment/vaccine/better understanding of virus) comes into play.
I expect governors to keep piecemealing this 30-60 day extensions at a time rather than deal with the backlash of just coming out and saying we need to lock down for 9 months.

Right, steps 1 and 2. That is my point and why I've asked several of those touting testing and tracing to tell us the rest of the story. Because the rest of the story is that steps 1 and 2 in themself accomplish nothing. You need the following steps of draconian control and forcible isolation and quarantine (is that "separation of families" that liberals are calling for?) but if people knew that up front many of them would not be willing to take things that far.
So what it takes is testing, contact tracing, health arrests, and forced quarantines.
Over dramatic much? The gestapo isn't gonna come and take you away. If your sick and have family, it's probably best you relocate until you recover. No one is gonna be "arrested".
After you get better you go back home.
If you live alone, you'll basically just be instructed to stay home until it passes. It might be more complicated if you live in an apartment building.
No one is being dragged away Chinese style. The only way I can see someone being arrested is if they are confirmed sick, and break quarantine. They become a literal threat to everyone around them.

We have been lied to by far too many in government. This is a power grab, no more, no less. We are being conditioned to be good little sheep and never question authority.
This is about controlling a people, not a virus. And sadly and pathetically, I see far too many willing to accept it. Just lin up the railroad cars, I'm sure you'll have people happy to take a ride to the China-virus camps. It's for their own good after all. Oh, just ignore the smoke.
