They are very narrowly construed. They can only proceed if the Attorney-General of Canada approves the charges. That means that no police officer, Crown prosecutor, or somebody with "hurt feelings" can lay or prosecute a "hate speech" charge. They can try, but until the A-G of Canada gives his or her approval, they won't proceed.
When it comes to "hate speech," many Americans confuse our real justice system with our Human Rights tribunals, which try to deal with hate speech when they shouldn't (which is why they get the most reporting in American media sources of all biases), but the crime of "hate speech" is not adjudicated in the HR tribunals. It can only be adjudicated in a proper court. I practice in this area, and I have had to tell clients, "So, he called you a *******." Then, I've had to go on and tell them that calling someone a nasty hurtful name based on their colour, religion, or sexual orientation is not hate speech under the criminal law, and it is not hate speech under Human Rights law.
Prosecutable hate speech offenses in Canada require the following elements to make out a charge:
1. The remarks made address an identifiable group (Jews, blacks, gays, etc.)
2. The remarks made advocate soon or immediate violent action against that group (e.g. "Let's round up all the gays! Getch'er guns, boys, and let's shoot 'em. Now!")
3. The Attorney-General of Canada give the go-ahead to prosecute the charge.
That's about it. Nothing about individuals ("Hey, you know that guy Mohammad who works in our shop? He's a dirty, stinking Muslim"), or groups in general ("Man, I wish the Chinese would stop buying Vancouver."). Neither of those statements could be prosecuted. The law is very narrowly configured, and can only be prosecuted by the Attorney-General, so that for all intent and purposes, Canadians have free speech. Wanna call your neighbour a f***ing n***er to his face? Go ahead. He cannot charge you under Canada's hate speech laws.
I agree with Bryan Adams, the Chinese need to close these wet markets as they are cruel, disgusting and a clear global health threat.
Failure to close them will result in giant speakers being placed on the Chinese border and Bryan Adams greatest hits being played 24 hours a day across China.

Bryan Adams is welcome to have an opinion and to share it as he pleases. Not sure why it is supposed to rankle me in some way. It was be reckless to let it sway my opinion
They create false nariatives, their flock repeats it, and they think it's fact.
They then use this fake-info to discredit science, medical professionals, legal experts, the legit media, or any other group that they need to move out of the way to push their agenda.
Everything is a conspiracy with them, and they tend to label and lump all groups together. (which easily explains why so many, not all, are xenophobes and racists, but legit don't believe they actually are.)
