Recommend, NOT mandate, higher risk people take precautions including voluntary self quarantine. Otherwise business as usual. Can't lock down for every virus. This isn't an Anthrax attack.

I would suggest sick, high-risk people stay home and ask people to wear masks in public places.

This, exactly.
Older people over 65 and those with compromised immunity stay indoors, shelter in place, wear masks if going to a public space, and limit outdoor activities. Those who live with those over 65 and those who live with others who have compromised immunity, should also take precautions.
Everyone else, wash your hands, and go about your business.

I would advise the citizens to ignore Trump's guidelines to shut down, and pass my own recommendations instead.

Post anonymously on the CD POC forum and ask the big brained objective thinkers there indirectly by titling the post "Why do Republican/Democratic/Conservative/Liberal governors hate/support Trump/Obama/Biden despite the many mistakes they've made" and then slowly steer the conversation away from Trump (because whichever option is chosen for the title, it will end up being all about Trump) to begin eliciting advice under the guise of replying with strawman (uh, strawperson, strawbeing, strawthey?) arguments that just happen to match the scenarios that the governor is considering.
Then I'd ignore it all and end up doing either whatever inflates my bank account or visions of grandeur (or both) the most.
