I would have the scientists run the models, and see if the expected peak, if the hospitals have enough capacity to handle it. If hospitals can deal with it, then I leave everything open. If not, I consider shutting things down again.
Recommend, NOT mandate, higher risk people take precautions including voluntary self quarantine. Otherwise business as usual. Can't lock down for every virus. This isn't an Anthrax attack.
