As an Engineer that deals with Dams and Levees, this caught my eye. The article doesn't state they failed. It says they could potentially fail. However, as of tonight, I believe it did overtop and breach. From the videos I saw, it was just too much water. It looks like the spillway was wide open.

Or it's controversial in terms of what is responsible. Poor maintenance/oversight...
