That's not how it works.
As a President, Obiden would have qualified immunity. He couldn't be arrested until after leaving office. For Ukraine to arrest Obiden, he'd have to be arrested before being sworn in, or extradited. I don't know if there's an extradition treaty with the US, and if there is, what it says. Some States that have extradition treaties with the US will only extradite for serious crimes.
I mention that because if Obiden went to another State, Ukraine could try to hold him there and have him extradited from that State instead of the US.
If you all remember, I said when Bush and Cheney leave office, they will never leave the US.
They have not, and they will not, because they are subject to prosecution for war crimes since they no longer have immunity.
They could probably go to the UK, since the only State overflown is Canada and neither Canada nor the UK would arrest them.
They could probably overfly France, Portugal, Spain, Italy, Germany and other States if they were in a privately chartered plane and using a pseudonym and no one knew they left, which means they couldn't bring their Secret Service detail with them.
