It comes across as a comic book villain plot. It's like the Joker is trying to show us which of our friends are cowards and how quickly people will turn on one another when there is a virus going around with less than a 1% chance of killing you.
According to your thread title, it is THE GOVERNMENT that is using this virus to control us. The US government currently is dominated by the GOP, since they control the Executive branch plus one half of the Legislative branch. They don't get anything out of this kind of "control". I believe they did it in order to win the re-election.
1. It was used to justify an astronomical bailout/hand-out package
2. It gave Trump free & unlimited campaign time on TV
3. It contained the challenger (Biden) in his basement
4. The blame-shifting was used to make it sound like the whole thing was a "leftist conspiracy to hurt Trump", which is a classic example of 'divide and conquer' approach employed by weak leaders
Americans are so easily played that its not even funny.
The true test will be around the end of the year when we see how bad the economy was destroyed (is it.... bad, terrible, or great depression II), whether or not Trump wins the election, and also whether or not the virus comes back in a second wave.
