Turns out this lady is a flaming leftist. I don't know if she is racist or not, but like many on the left, she'll be a champion for your race one moment and, if it's to her benefit, she'll be using your race against you the next.
How would this story look if both actors were white? Would anyone criticize her for calling the police? And if anyone did publicly criticize her, would they then be called out for being callous to a woman's fear?
If so, yes and no. Approaching someone and screaming at them is not the behavior of someone in fear. She was probably having a bad day and the guy possibly may have been a prick about the whole situation, but that doesn't give someone the excuse to file a false police report on someone and potentially endangering the guy's life. If someone told me that I had to have my dog leashed in that area of the park, I would've thanked them for the reminder (if they were polite about it), leashed my dog, and continued to enjoy the park.

Even without the woman bringing up race and filing a completely false report; in New York City, there is too much irresponsibility among too many dog owners. And what's worse, there's an expectation among these folk that their irresponsibility should be accommodated. You be surprised at the dog runs in the parks, without leashes, as if they own the park. ("Oh, he won't bite!" Bull-ish!) I won't even get into the uncleaned poop on little league fields....!
Omg why didn't she just say "there's a man threatening me on the Ramble!!" How was his race relevant. Had she just done that, this would be a big nothing and she'd still have a job. She comes across histrionic and unhinged.
The way she had zero regard for the dog's discomfort makes me hate her.
She's a terrible dog owner. Why not attach the lead instead of dragging him by his collar. Ugh I hate her I tellya.
