I think we're discussing the peaceful protestors in front of the white house just before his speech.

They were peacefully assembled, and were dispersed with tear gas and a show of force at the outset of the address.

It had been an 11:00 curfew until he announced it at 6:50 that there was a 7 p.m. curfew.
