Context matters. He was on the Clinton News Network attacking President Trump's statements on use of force and on the possibility of using the military to control these riots. The ex military official made his comments about control of nuclear weapons exactly within that context, nothing that Congress needs to put limitations on what POTUS can do in that regard
Trump vows to use military against civilians. If civilians resist/fight back to the point that the government's existence is in jeopardy let us be reminded that it has nukes.
I thought cons/Repubs were all about fantasizing over a scenario where the D.C. boys get their comeuppance during an attempt to squash resistance by the populace?
