Which city was worse in the 80s 90s and present? DC or Hartford CT? (heroin, drugs)

I was born in Cleveland Ohio but moved in Hartford CT. Back in the 80s and 90s Hartford was crazy alot of shootings, robberies, drugs, you name it Hartford had it. I was excited to finally move out of Hartford in 1993. And when me and my family moved into D.C. in 93 and finally settle down......we was in another warzone. It was just as bad as Hartford. Now here it is 2020 both cities isn't as bad as it was back then but when I revisited Hartford it was still violent and D.C. was gentrified but still has hundreds of homicides. Which city do you guys think was worse from the 80s 90s and now?
Across America rates of violent crimes is down compared tot he early 90’s and late 80’s. I remember the local news would be 20 min of crime reports and 5 min for everything else.
Now they have so much extra time you can see the weather report 4 times in 30 min.
..i remember LEO friends calling the brown heroin traffic through the northeast in the 80's and 90's, 'The Pipeline'...New York, Hartford CT, Fitchburg, MA, Portland, ME...
