Yes, they policed themselves. For lesser infractions, like hard drug use, they expelled the person, and for more serious offences, they turned them over to the official police. The official police did not enter the area unless requested.

The cops should barricade these people in and starve them out. There is no guarantee of international trade with a forcefully taken "autonomous zone". And what are they going to trade internationally when they run out of currency? Women? Bricks?
