I'd first set up a perimeter, then cut off power to that specifc grid. I'd then cut off all supply routes. Turn off all water. disconnect internet connection to the outside world. Then sit for a few weeks, perhaps up to a month. At which point send in ground troops to secure the area and restore law & order. They'll be too hungry, thirsty, and tired to do anything except behave like a broken toaster oven.
This is exactly what it looks like when we don't have government or police. The anarchists among us love to state that the non-aggression principle would take care of everything. Sure. If someone breaks into your home you can shoot them. And then when a gang of twenty returns to break into your home, you might be able to shoot one of them and then you're toast.

Been saying it for a long time now. Black Lives Matter started out as a good organization with a good message. Then it got infiltrated and hijacked by Neo-Marxist revolutionaries. Now BLM's mission is to use white guilt and black anger as a front to further their goal to burn it all down and build their Neo-Marxist utopia from the ashes. There is no significant ideological difference between BLM and Antifa anymore. The only differences is that one group exploits peoples' fear of racism, while the other exploits their fear of fascism. Both are well organized cons with very specific Neo-Marxist agendas.
