I don't think it's a hate crime, apparently he has a history of spontaneously hitting people, and they weren't all white. He is homeless and likely mentally ill. In a saner time he would live in a psychiatric facility away from society instead of a homeless shelter where he can come and go freely to commit violent crimes at will.
