But no one identifies himself as the organizer of a riot. If they did for sure they would be sued if they didn't get a release. But there would also be suits for arson damage.

Well if the "organizer" can get the amount of debt owed high enough, perhaps he could qualify for a bailout from the fed.
Keep hope alive that will happen, but there's essentially no chance of it. The state as a whole is at just over 10% ICU capacity. One individual hospital might be near capacity, but there are many, many more ICU beds available if needed.
