The increase in cases is not testing alone, as those testing positive are up at a higher rate. Week ending 6/7 in Florida 4.34% tested positive, has gone up every week since and was 11.98% for ending 6/28 (updated data should be released in the next couple days and is trending upward)
Positive cases are increasing at a higher rate than testing is. Cases over a 7 day average have almost tripled in Florida over the last two weeks, testing hasn't gone up by that same level. Hospitalizations over the last 7 days in Florida are higher than they have been Deaths, thankfully are not seeing the same uptick, and likely won't see the levels we had previously seen due to the impacts of a younger and generally healthier population. However, deaths are a lagging indicator and it is too early to tell if deaths will spike or not.

No, they’re flying them to hospitals in Dallas and Houston. And when all area hospitals reach capacity, it’s crisis standard of care. Being glib about what’s happening to these area health care systems requires a special kind mental illness and abject depravity.
Houston claimed to be at capacity three weeks ago then quit reporting numbers. The only satisfaction is that liberals can't sing and clap about another day of record increase in admissions.

The point is to follow a phased reopening using the 14 day trends in the CDC guidelines for new infections, ICU capacity, test availability, contact tracing. What is the point in just reopening without following strict guidelines, who is going out to eat with 10,000 new cases a day.
