Of course...but you have to keep in mind, there are MANY MANY people out there, that want the police, to stay exactly the same as they are right now!
Just like back in the days of the civil rights fighting...there were MANY people that wanted those Jim Crow laws to remain on the books and for police to enforce them! (those people didnt want ANY change, and they still do not today).
I loathe the SJW movements and I am for police reform.
Specifically use of force reviews should have civilian non police components.
Something like a board of 5

Not sure of the exact make up of the other 4.
Tim Scott has been one of the few voices of reason on either side, its sad to see him attacked and threatened. He has made some really great points and I have great respect for him.
I don't see this being solved on the federal level in any event, each city and state is different and needs to address these issues. These federal actions really don't amount to much and besides as Scott indicated, each of these cities and states could have taken these actions decades ago.

NYC has a civilian review board, the police don't have to respond to their findings.
It wasn't until this month that NY could get access to police records relative to abuse.
Local police unions are a large problem in addressing problem officers.
