Like will The next President be bound by international agreements agreed by the previous president by international laws ?
There really isn't such a thing as international law because there is no way to enforce it. The United States did help establish the International Court of Justice, but when they ruled against us we told them to take a hike.
Breaking agreements is more like a taboo, an impropriety, it makes us look bad. But there is certainly a difference between an agreement made by the president, and a treaty that is voted on by Congress.
