And how do we know how disastrous those decades of intentional dumbing-down were? US adults' performance on the PIAAC.

Those SATs may be who is taking the test. When I was in high school only those who had money and were college bound took the test. Now, the school district pays to give the test to all students at their 90% economically disadvantaged high school.

The education itself has been dumbed down. Colleges have also been dumbed down.
They aren't getting an education; they are getting an indoctrination.
And even subjects like Math, Science, the most objective of subjects, have been twisted and convoluted to be deemed "non inclusive".

2+2=4 for some people but 2+2=5 is ok for others.

Germany has become "the" spot for a good college education.

Wrong SAT. And that info is specifically spelled out in my post. The SAT scores compared were from the Stanford Achievement Test, available for grades K through 12, not the Scholastic Aptitude Test, used for college admissions purposes:

"...The contrast was stark: schools that had "severely declining test scores" had "moved determinedly toward heterogeneous grouping" (that is, mixed students of differing ability levels in the same classes), while the "schools who have maintained good SAT [Stanford Achievement Test, for grades K-12] scores" tended "to prefer homogeneous grouping [ability/skill-level grouping, aka tracking]."

The SAT gets recalibrated every so many years and those "high scores" magically re-appeared.
Even the SAT got dumbed down to account for our "Race to the Bottom" students.

When I was a kid, if a kid flunked a grade they had to repeat it. No summer school and promotion. When they started passing every kid, even when they couldnt read, that was the beginnings of the mess we have today.

Schools run by the left, plain and simple. The teach the wrong subjects in the wrong quantities, they make kids read the wrong books. Get rid of art and music and make the kids take a personal finance course instead. Get rid of gym class while you are at it.

Also, too many single parents out there, particularly in the inner cities, with no time to make sure that Junior does his work.

You're talking about the college-bound SAT (College Board's Scholastic Aptitude Test), correct? If so, yes. It's been "re-centered" so that a Verbal score that used to be 730 on the old test now earns a score of 800 (perfect) on the newer tests, etc.

Americans are being dumbed down because of their addiction to their smartphones and social media. So many people automatically turn to their phone's GPS and calculator, instead of using their brain to think it out. And they turn to Google to answer all of their questions, so no need to memorize any information anymore. Spellcheck is another way to not have to use their brains any longer.

And since humans are such social creatures, they are addicted to their FB pages and busy getting and giving "likes" all day and night long... and making new "friends".

Scary times. Scary future.

I follow PISA more closely. We are on a decline compared to other countries.
That does not bode well for the future as eventually we will end up depending on other countries for technological advances.
