Is it that they can not, or that they will not?

Are they inept, don't care, or are the democrat politicians benefitting too much by all the carnage and destruction to make any changes? (they are benefitting by keeping their office & income to keep it as is).

Is the reason the same in every city, or does it vary city to city?

I think in Chicago, they just don't care. They seem content letting the gangbangers kill each other off. That could work if we shut down the Mexican border, but there are more Mexican cartel gangsters moving to Chicago each day than there are gangbangers getting murdered.

Maybe we need to bring back Eric Holder and his Fast and Furious free guns program, and hand them to everyone standing on the street corners in South Chicago. Maybe increasing the murder rate would be better since the Dems wont close down the border, or end sanctuary cities?

The rock of society is middle class nuclear families. High property taxes and schools are often bad (or at least less predictably good) pressure middle class families to leave for adjacent suburbs and rural areas. Over time most Democrat controlled cities ironically have extreme income inequality despite their rhetoric about leveling the playing field. Housing is either very expensive or in high crime / blighted areas.

Are you saying its a natural state-of-being? When property taxes and crime get too high, those middle class families who are able to leave, do leave, and that leaves the gangbangers and victims behind?

Is all that by no fault of anyone, and just a natural sequence of events?

Are Democrats powerless to fix it? Did they create it, or was it just bad luck?

Rather than this being the usual rant about how horrible cities are, what are the five things you would do to improve them?

Both. Self sufficient people of color rarely vote Democrat, so Democrats need victims to stay in power in these high crime areas and cities.

15 black people may have to die every weekend in Chicago, but it’s just collateral damage for the Democrats to keep getting re-elected on promises to “clean up the streets.”

You have to realize that in their heart of hearts, deep down inside, at their absolute core, they do not believe and cannot comprehend that anything is their fault.

Since it’s not their fault, it’s not their problem to fix.

In fact, they feel unable to fix it because of being powerless against evil non-democrat forces.
