Making it illegal won't stop people from thinking in terms of race. Some people will just be more devious with it. People's hearts need to change.

forget about the legality of implementing some of the OP's ideas. unless he wants to police our thoughts as well, you can't legislate racism and hate.
the best thing you can do is figure out the root cause of the racism and hatred.
the reason why china can do what they do is because:
1. they are an authoritarian regime
2. they are predominantly a monoculture
3. they are more subservient to their govt
even without #1, asian cultures such as japan and korea have #2 and #3 going for them and therefore live more harmoniously than we do.
we not only have issues with race, but we have issues with multiculturalism.

And yet some argue that those Asian cultures are some of the racist cultures existing. It's not a problem for them because they have 2. We Americans could have states that have 2 and others that have 1. and 3.
