It is not about counting, its about allocating seats in the House of Representatives. And whether illegals get considered is an open question.
No it isn't.
The Constitution says, "count every person."

You know, those employers paying their illegal labor chicken feed depend on taxpayer benefits like food stamps, public housing and emergency room medical care to pad their profits at the public's expense.

Why should those who are living here illegally, not allowed to be here, have congressional representation in our country. They are not legally allowed to vote.
The US Constitution does not apportion Congressional seats by the number of eligible voters. Bear in mind, minors and immigrants with permanent resident status also aren’t “legally allowed to vote” and they are counted purposes of apportionment per the US Constitution. The Constitution simply directs the Census to count “whole persons”, no modifiers. Please read the document for your own education.
The 2020 Decennial Census is designed to count every person living in the U.S., and many of the design decisions were made a few years back. A super-simplified explanation of its design is to build a database of potential addresses, eliciting responses from those addresses either through self reporting or over-the-phone or in-person interviews, and checking the reliability of the responses.
It's fair enough if you want only citizens and perhaps legal permanent residents to be counted. However, they simply aren't going to be able to redesign it to build a comprehensive and reliable dataset after the Decennial is already underway. As far as I'm aware, the Census Bureau doesn't even have a database of citizens or legal permanent residents and the law ensures the privacy of individual responses from other use by the Federal government, so another agency couldn't even mine the data to build a count of only citizens. You'd have to fight for changes in law/design for the 2030 Decennial Census and/or how the data from the Census is used for decision-making.
Sorry, but Americans shouldn't have to pay for the care and feeding of illegal aliens or support the lawless politicians who diminish our national sovereignty.

Exactly, ALL of the people in the country are counted, that is what the constitution specifies. The intent is and always has been to appraise how many people reside within the borders. Further, congressional seats are apportioned by the number of people in the country, not by the number of adult males, nor by voting citizens nor by any other qualifier, that is how it has always been.
If Trump wants to suggest a Constitutional Amendment, he is free to do so. There is a process in place.
