In 1960 federal government sent military troops and Federal Marshals to enforce school desegregation in New Orleans despite fierce opposition from Louisiana State Legislature and governor.

We settled this in 1865. States rights are superseded by the Federal Government. You can argue that this violates the Constitution but its what was decided by oceans of blood.

I believe in the Ruby Bridges case, the Federal Marshalls were there to carry out a Supreme Court order that the state refused to comply with.
They weren't sent there to quell race rioting and protesting, but rather to ensure that the child got into the school safely.
I can't imagine what the supreme court could rule in today's case in Portland, that Federal Marshalls would be able to go and make happen.
Riots and protests during the period of Brown vs Board of education happened a lot in the south, but it wasn't simply rioting per se that brought the feds out for this child. It was to get her safely in the building, as the Supreme Court had ordered.

What has the Supreme Court ordered, in regards to what's going on in Portland, that the Feds could be sent in to make sure the order was obeyed?
No, it was not a violation of State's Rights, after Brown v. Board, the Federal Constitution made segregated schools UNconstitutional.
Eisenhower federalized the Arkansas National Guard in Little Rock in 1957 due to the fact the Arkansas Governor refused to follow Brown's dictates and blocked Blacks Admissions.
